Fixed in release 11.1.2039 - 11.1/SP1 (2023-09-14)
Workaround
Call this method with requester, reader or solver account or use a combination of Act.Create and Email.QueueMailMessage API methods.
Steps to reproduce this behavior
Invoke an API method "Message.Send" from custom application with Alvao System user in parameter "fromPerson".
Mail message will not be sent.
