Symptoms
- the newly created license is the OEM type
- a link to at least one document is added to the licence
Cause

Solution
Fixed in release 11.1.2039 - 11.1/SP1 (2023-09-14)
Workaround
- Create a new OEM license and do not add a link to any document in the wizard.
- Add the document link afterwards by editing the newly created license and adding the document here.
