First reaction is not computed when user has turned off email notifications
Cause
The cause is a bug in ALVAO products.
Solution
Fixed in release 11.2.1134 - 11.2 (2024-04-11)

Steps to reproduce this behavior
Turn off email notifications for user
Assign a ticket to solve
No notification is generated because the user has turned off notifications. First reaction calculation is bound to a created act (that is not created)
