The cause is a bug in ALVAO products.
Solution
Fixed in release 11.0.1201 - 11.0/FIX3 (2022-07-07)

Steps to reproduce this behavior
Have the role request reporter on the service, but not one of the roles: solver/main solver/manager.
After changing value for the service on the new request form, this user can't change value for the requester.
