Tickets: User is able to mark as read / unread in ticket detail, while the commands for it are not visible

Symptoms
If the ticket is not relevant for logged in user, the "Mark as read/unread" buttons are not showing, but he can still mark specific notes / messages in ticket detail
Cause
Scenario wasn't specified in design
Solution
Fix planned for release 26.1 RTM (code freeze 2026-01-05; 2026-02-05)

Steps to reproduce this behavior
As a user create a ticket in some service, log in as a different user that has right to see the created ticket, but is not a solver of the ticket, In tickets select the ticket, user should't be able to see "Mark as read/unread" buttons -> user is still able to mark specific notes in ticket detail
