Symptoms
User can see linked tickets in grid when he selects display options - display links, but he is not allowed to see links in ticket detail

Steps to reproduce this behavior
Be a reader in a service, go to ticket created in this service -> Cannot see links tab
In tickets grid select display options on some view and click on display links -> links are visible
